Leaving Certificate announcement Friday, 8th May 2020

8/5/2020

Today, Friday 8th May 2020, the Minister has issued a statement that, in order to achieve the fairest possible outcomes in the current circumstances, he is offering a system of Calculated Grades.

A Calculated Grade is a grade that can be provided to students following the combination of school information about a student’s expected performance in an examination and national data available in relation to the performance of students in examinations over a period of time.

The process of arriving at a Calculated Grade applies to:
  • Established Leaving Certificate – subjects
  • Leaving Certificate Applied – subjects and vocational specialisms
  • Leaving Certificate Vocational Programme – Link Modules

A calculated grade results from the combination of two data sets:
  • A school-based estimation of an overall percentage mark and ranking to be awarded to a student in a particular subject
  • Data available from the State Examinations Commission – this includes data on past performance of students in each school and nationally
The combination of these data sets through a process of national standardisation can determine the grade to be awarded to each student in each subject, thereby resulting in a Calculated Grade.

There are two main phases in the process of arriving at a Calculated Grade:
  • A school-based phase
  • A national standardisation phase

The role of the school

The role of the school is to provide marks and rankings that reflect:
  • An estimation of the percentage mark in each subject that each candidate is likely to have achieved if they had sat the Leaving Certificate examination in 2020 under normal conditions

  • A class ranking for each student in each subject – i.e. a list of all the candidates for a particular subject in a class in the order of their estimated level of achievement.
In providing the above estimated marks and rankings, there will be four main school-based steps:
  1. The teacher’s estimation of student marks and rankings
  2. School alignment of marks for a subject through a subject alignment group comprising teachers who are teaching the subject to Leaving Certificate students this year
  3. Oversight of the alignment process by the school principal
  4. Transmission of the marks and rankings for national standardisation

Each of these steps is set out in detail in the booklet ‘A Guide to Calculated Grades for Leaving Certificate Students 2020’ available to download from the JMB website (Covid-19 Section/State Examinations).

https://www.education.ie/en/Learners/Information/State-Examinations/a-guide-to-calculated-grades-for-leaving-certificate-students-2020.pdf

The earlier arrangement (communicated in March) that full marks would be awarded in respect of the orals and music performance tests was predicated on the written examinations proceeding this summer. As the examinations will not proceed, that arrangement will not apply.

In addition to the Calculated Grades process, provision has also been made for a three-stage Appeals Process involving:
  • A series of checks that data were correctly entered at school level and correctly transferred to the DES
  • A review that the data were correctly received and processed by the DES
  • If a candidate remains dissatisfied after notification of outcome of the above two stages, verification of the DES processes by independent appeal scrutineers
Finally, and in the spirit of fairness to all Leaving Certificate students, the option of sitting the Leaving Certificate examinations when it becomes feasible to hold them remains open to all students.

Next Steps
  • We acknowledge that the teacher unions now must consider this process and that the steps as framed in the Guideline document will not be implemented until we have confirmation of their agreement.
  • School authorities should nonetheless fully appraise themselves of the detail set out in the Guideline document and ensure that every member of their teaching staff is similarly informed by emailing each with a copy.
  • Following confirmation that this process is to be implemented, it will be necessary for principals to meet virtually, or at an in-person socially-distanced meeting from 18th May, with the relevant teachers (i.e. of the Leaving Certificate class of 2020) to ensure all concerned are fully briefed and are clear about their respective responsibilities.
  • Senior Cycle for the current 6th year cohort will now conclude, and school authorities might begin to consider how best to engage and communicate with these students.
  • Certain students will continue to require access to their school’s Guidance and Counselling services, and this should be explored with relevant personnel and communicated to students.
  • At a later date, students may wish to access the school to recover locker contents, return book rental texts etc. and guidance will be provided at a later stage in respect of this process.

  • The Minister has stated that ‘Calculated Grades are being offered as an option to students in 2020 simply because of the unprecedented impact that the Covid-19 pandemic has had on their education. The Department of Education and Skills and all the education partners recognise that exceptional measures are required in 2020 for the assessment and certification of students’ learning but that implementation of these measures will not be regarded as a precedent or as agreement to operate such measures in future years’.

Further clarifications, updates and relevant information will be made available as it is received.

St. Vincent's Secondary School would like to welcome back all students for the final school term. As yet we have not been given any firm date for the reopening of school as normal. Given this situation we will continue with our established pattern of online learning and remote teaching.

As a student you are required to engage with your subject teachers via Edmodo.com or the Edmodo app. School work will continue throughout the period of school closure and the completion of courses for students in all years groups will continue throughout this time. It is extremely important that you do you're very best to keep attempt all readings, school work and online classes assigned by your teachers during this time.

Over the coming week contact will be made directly by your Year Head and Class Teachers with you and your family to ensure that everyone is engaging with their schoolwork.

You have all done a great job in social distancing and helping to stop the spread of the Corona Virus. Make sure to keep on top of schoolwork as best you can.

Proposal for the postponement of 2020 State Examinations

20/4/2020

10 April, 2020 - Minister McHugh Announces Postponement of State ExaminationsChanges follow updated health advice regarding school closures until further notice
  • Leaving Certificate written examinations postponed until late July/August
  • Junior Cycle examinations in June replaced with school-based exams and assessments early in the new school year
The Minister for Education and Skills Joe McHugh TD has today (Friday 10 April 2020) announced a series of changes to the 2020 State Examinations as part of measures to respond to Covid-19, including postponement of the Leaving Certificate examinations.
The decisions have been taken on foot of updated advice from the National Public Health Emergency Team (NPHET).
Minister McHugh said plans were being put in place for the postponed Leaving Certificate examinations to begin in the last week of July or early August, subject to public health advice.
Junior Cycle final examinations due to take place in June will be replaced by school-based exams and assessments held early in the new school year.
A series of other decisions has also been taken –
  • As part of the wider public health measures, schools are closed until further notice.
  • Practical examinations for Leaving Certificate students which were due to have been held in May are deferred. They will be rescheduled for late July/early August.
  • The new Leaving Certificate exam timetable will be confirmed in early June.
Minister McHugh said: “All decisions we are taking in relation to rescheduling exams are based on current public health advice and put the best interests of students first. The welfare of students and that of their families is front and centre in all decision making.
“The final arrangements for the exams, the exam centres, social distancing and other measures will all be determined by the State Examinations Commission (SEC) on foot of public health advice in June. I want to thank the SEC for its efforts to put in place these revised arrangements.
“Students and their families have been seeking clarity. Today’s announcement addresses that. It also provides them with several weeks of advance notice to prepare for the examinations. I hope it helps to alleviate some stress being experienced by students and their families at this time.
“Asking Leaving Certificate students and their families to refocus their attention from June to August is not something we do lightly. I know it will not be easy. However, I believe it is the fairest way of assessing students and giving them certification of achievement in school and a pathway to higher and further education and training, apprenticeship or work.”
Minister McHugh also said: “Students with special educational needs will be fully supported in sitting the rescheduled Leaving Certificate examinations in line with the reasonable accommodations as already arranged for them.”
Minister McHugh said the intention was to allow at least two weeks of class time, in school, before the Leaving Certificate examinations begin.
“Great work is being done by schools and teachers to connect with students and to keep them learning. We must give teachers, principals and school staff huge credit for their commitment to supporting students, in their schoolwork and in their wellbeing. And we want to provide students and teachers with an opportunity to build on that,” the Minister said.
As part of the changes to the Junior Cycle, discussions will take place with teacher unions and school management to allow these examinations, linked Classroom-Based Assessments, Assessment Tasks and project work to be completed as school-based assessments early in the next school year.
Minister McHugh acknowledged the positive engagement he has had with unions, management bodies, the further education and training and higher education sectors on all of these issues.
“I am grateful for the co-operation shown by all concerned, in what is a very challenging situation for our young people, their families and teachers. I am confident we can continue to work together in a supportive spirit to help secure the best outcomes for students,” the Minister said.
Minister of State for Higher Education, Mary Mitchell O’Connor said: “The tertiary level institutions look forward to welcoming this year’s Leaving Certificate students who have applied to enter their courses. I appreciate the particular challenges these students have had to face and I welcome the flexible approach indicated by the sector to enabling these students to take up a place in the year ahead.”
The admissions process for higher education, managed by the Central Applications Office (CAO), will operate as closely as possible to the usual timeframe for offers and the entry date for first year students will be delayed.
The Department has asked the Higher Education Authority and the higher education sector to explore ways of assisting access to higher education for students from under-represented groups.

Easter Break

3/4/2020

A reminder to all, that the school will close for the Easter Holidays on Friday 3rd April until Monday 20th April 2020. School work will not be poted on Edmodo during this time. The Department of Education have advised schools to take Easter break as normal. These two weeks will allow for a well deserved break for students, parents and school staff after a very busy few weeks. Some 3rd and 6th Year students will continue to engage with their teachers over the Easter period if a prior arrangement has been made.

Our school community has seen COVID-19 bring about significant changes to affect our personal, school and working lives.

In an eductaional sense the reposnse from students, teachers and parents must be commended. In only a matter of two weeks we have seen our school move from face to face teaching in the classroom to the rollout of Edmodo and the conducting of some classes online through ZOOM or Skype. This would not have been possible without the dedication of both students and staff.

We must also recognise that the current health crisis has also helped us reflect on the important actions we can all take to care for our families and communities. We are so proud of the actions taken by the members of our school community, frontline workers, charitable organisations, local and national government.

Please continue to look out for one another, maintain social distancing and personal hand hygiene.

Happy Easter!
